LOCATION
This position can be based out of our Lowell, MA or Pittsburg, PA offices and offers hybrid flexibility. As a hybrid role, an in-office presence will be required 2 times per week, with the flexibility to work from home the remainder of the workweek. Candidate must live within commuting distance to the Lowell, MA or Warrendale / Pittsburg, PA office in order to meet the in-office presence requirements.

Performance Assurance Engineer Level: Expected salary range of $81,900 to $91,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).
Senior Performance Assurance Engineer Level: Expected salary range of $106,200 to $118,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).
PRIMARY PURPOSE OF POSITION
Responsible for the activities associated with Monitoring, Measurement & Verification (M&V), Operations & Maintenance, and Repair & Replacement for energy efficiency projects, project financials, and customer relations.
Provide customer account management through the timely and accurate delivery of written Measurement & Verification (M&V) reports and associated field activities for a portfolio of projects with varying degrees of complexity and contractually guaranteed annual energy savings. Includes various levels of engagement during the M&V planning phase, through construction, and throughout the project's performance period.
PRIMARY DUTIES AND ACCOUNTABILITIES
PERFORMANCE ASSURANGE ENGINEER LEVEL:
- Serves as customer account manager, maintaining frequent and timely communication throughout the project lifecycle.
- Proactively discusses customer's energy related needs, uncovers opportunities for additional work. May serve as liaison between customer and applicable Constellation business unit.
- Responsible for M&V activities during the performance period; basic ECMs and technology.
- Establishes and maintains relationships with 3rd party vendors supporting ongoing Performance Assurance obligations. Coordinates and manages Operations, Maintenance, Repair and Replacement obligations.
- Manages and resolves warranty issues in a timely manner.
- Participates in customer site training at completion of equipment installation and commissioning. Facilitates ongoing training a required.
- Responsible for data collection, integrity, and data analysis.
- Identifies and resolves performance issues in a timely manner to ensure savings sustenance.
- Performs savings calculations and routine/non-routine adjustments.
- Compiles monthly, quarterly, and annual written energy project performance reports.
- Coordinates, performs, and/or oversees periodic on-site measurements.
- Responsible for project P&L which involves the oversight of vendor payables, monitoring of customer invoicing, assistance with past due receivables, and timely distribution of M&V reports.
- Demonstrates an awareness of customer and company safety rules and practices, encouraging safe work behaviors.
- Perform other duties as assigned by Performance Assurance manager.
SENIOR PERFORMANCE ASSURANGE ENGINEER LEVEL:
- Performs Measurement & Verification (M&V) activities for a portfolio of performance period projects that typically consist of basic to more complex Energy Conservation Measures (ECMs). Involves M&V planning during project proposal development, coordination of M&V during construction and transition to Performance Phase. Works in conjunction with the project team to assess any impact that changes during construction have on the M&V plan, and energy savings calculations, and provides recommendations for associated contract amendments. Reviews project trend data. Coordinates field measurements. Conducts site inspections. Calculates energy savings and performs routine and non-routine adjustments. Authors M&V reports. (65%)
- Manages subcontractor performance of Operations and Maintenance, Repair and Replacement obligations, and timely review of vendor payables. (10%)
- Serves as the customer account manager maintaining frequent and timely communication. (5%)
- Manages and resolves warranty issues. (5%)
- Coordinates with supervisor to identify and execute resolutions. Participates in job related trainings. (15%)
BOTH LEVELS:
Physical & Environmental Requirements
- Requires substantial time at various projects locations. Requires overnight travel to customer and Constellation facilities, may include auto, air, rail travel.
- Move autonomously, walking and standing for long periods, hearing, seeing, reading, and writing.
- Work independently and with people, speaking in front of groups and with individuals, customers, management, engineers, subcontractors, manufacturers, and suppliers, etc. Work both indoors and outdoors, in hot or cold conditions, and around construction project sites.
JOB SCOPE
Job functions are performed independently with limited supervision. The position requires the ability to develop and maintain relationships across departments with peers, management, customers and vendors. Timely and accurate performance of duties impact P&L and customer references. The position requires the ability to provide M&V subject matter expertise during oral interviews, and the ability to skillfully adapt messaging based on circumstances/audience. Evaluate proposed energy savings models, determine appropriate M&V methodology, and associated cost estimates. Evaluate construction scope change impact on energy savings; provide input for resolution. Identification of project operational parameters that have the potential to impact achieved savings; recommends corrective action to mitigate risk of payments to customers for shortfalls in guaranteed energy cost savings guarantees.
Qualifications
MINIMUM QUALIFICATIONS - PERFORMANCE ASSURANGE ENGINEER LEVEL:
- Bachelor's Degree from an accredited college in engineering and / or business related discipline and 3+ years’ work experience in the implementation of energy efficiency projects at site locations, or equivalent combination of educations and relevant experience
- Certified Measurement & Verification Professional (CMVP) or Certified Energy Manager (CEM), or ability to become certified, is required.
- Intermediate use of Excel, such as Pivot tables, v-lookups, and familiarity with regression models.
- Able to demonstrate a high level of service delivery; do what is necessary to ensure customer
- Able to develop rapport with others and recognize their concerns, build and maintain long term associations based on trust; help others. satisfaction; prioritize customer needs.
- Able to obtain agreement from multiple parties; earn trust while working out a deal; use good timing and carefully calculated strategies when bargaining; communicate high value of services; identify hidden agendas that might interfere with resolutions of terms.
- Ability to interface effectively with all parties involved in the project, including clients, sales force, vendors, contractors, co-workers, and corporate management.
- Able to prepare for emerging customer needs; manage multiple projects; use goals to guide actions and create detailed actions plans; organize and schedule people and tasks.
- Able to maintain high standards despite pressing delivery dates, establishing high standards and measures.
- Ability to apply breadth & depth of knowledge to make independent decisions; solve problems

PREFERRED QUALIFICATIONS – BOTH LEVELS
- Experience in a Development Engineer, Energy Efficiency Auditing, Quality Assurance Engineer, Controls Automation, or Utility Energy Rebate role
- Experience with project database applications and analytics platforms, such as SkySpark.
- Advanced use of Excel, such as Macros and VBA
- Understanding of Measurement and verification M&V Guidelines for HUD Energy Performance Contracts, International Performance Measurement and Verification Protocol (IPMVP), and Federal Energy Management Program (FEMP) M&V Guidelines is required.
- Understanding of building systems and components: heating, ventilating, air conditioning (HVAC), energy management control systems (EMCS), central heating and cooling plants, electrical systems, solar systems, wind systems and process-related systems
- Proficient in the use of Microsoft Office Suite. Aptitude for the use of project database applications and analytics platforms, including SkySpark.
- Understanding of Utility billing and analysis.
- Understanding of Energy Performance Contracting principles and business practices.
- Ability to effectively interact with project stakeholders (internal and external), communicate tactfully (written and verbal), and bring issues to timely resolution.
- Planning, organizational skills, and aptitude for data analysis.
- Understanding the use of and the ability to analyze and establish performance from the output/readings from the following instruments is required: Fluke Power Analyzer, Steam Traps/Infrared Trap Testing equipment, Portable data loggers (Hobo etc.), Ultrasonic Flow Meter, 3-Phase Power Meter.
